BRUSSELS, Nov 20 (Reuters) - The following are proposed mergers, acquisitions and joint ventures under review by the European Commission, and a brief guide to the EU merger process:

APPROVALS AND WITHDRAWALS:

-- Britain's International Power Consolidated Holdings Ltd, controlled by International Power plc (IPR.L); Belgian chemical products maker Tessenderlo Chemie NV (TESB.BR); and Siemens Project Ventures Gmbh, controlled by Germany's Siemens AG (SIEGn.DE), form Belgian joint venture T-Power NV to develop, build and operate a power station (approved Nov. 20)

NEW LISTINGS:

-- Aircraft maker EADS (EAD.PA) buys British satellite maker Surrey Satellite Technology Ltd (notified Oct. 10/deadline Nov. 14/on Nov. 11, Commission says notification incomplete/renotification announced on Nov. 20/deadline Dec. 23)

-- Financial services company Allianz SE (ALVG.DE) acquires control of the investment management of Germany's Commerzbank AG (CBKG.DE), the Cominvest Gruppe, with exception of the business concerning open property funds, closed funds and exchange-traded funds (notified Nov. 13/deadline Dec. 18)

NOV 21

-- Japanese automation systems maker Omron Corp (6645.OS) and Ficosa International SA, a Spanish maker of auto parts, form a joint venture to make advanced driver assistance systems (notified Oct. 17/deadline Nov. 21/simplified)

NOV 25

-- Rail Cargo Austria AG, a freight transport and forwarding company, to buy Hungarian peer MAV Cargo (notified Aug. 25/deadline Sept. 29/on Sept. 23, deadline extended to Oct. 13/clock reset on Oct. 13/new deadline Nov. 11/on Nov. 6, deadline extended again to Nov. 25)  Continued...
