BRUSSELS, Nov 20 (Reuters) - European Commission President Jose Manuel Barroso declined on Thursday to be drawn on the size or details of a stimulus package for the European economy to be unveiled by the EU executive next week.

Barroso said the plan would abide by the European Union's budget rules, while using their flexibility.

German Economy Minister Michael Glos said on Wednesday that the value of the package would be some 130 billion euros ($164 billion). (Reporting by Jan Strupczewski, writing by Darren Ennis, editing by Dale Hudson)
